Your best bet is to build a lot of stores, for example the tier 3 clinic and assign settlers to these stations. Keep food/water/beds at or above your needs and just spend all your caps on clinics. It takes a while for the results to propagate so wait/sleep 24 hours and it should slowly trickle upwards.
